Highways Development and Infrastructure Manager

The Highway Development & Infrastructure Manager is a key leadership role, responsible for leading the highways development management and highway adoptions functions.  You will ensure the service supports sustainable growth by delivering a consistent, customer-focused approach to the planning, assessment, approval and adoption of new highways infrastructure.

You will drive service improvement by developing effective processes, systems and standards, strengthening collaboration across internal teams, and building positive relationships with developers and delivery partners.

This is an excellent opportunity to shape the future of the service, influence major development and infrastructure projects, and ensure the delivery of high-quality highways that provide long-term value for residents and communities.


Duties will include (but not limited to):

  • Provide leadership for the highways development management and highway adoptions service, ensuring the consistent application of legislation, policy, standards and best practice.

  • Drive the continuous improvement of highways development management and adoption processes, systems and standards, enhancing service performance and informing the development of local and national policy and guidance where appropriate.

  • Lead and develop high-performing Highway Development Management and Highway Adoptions teams, fostering a culture of accountability, collaboration, continuous improvement and excellent customer service.

  • Lead the delivery of highway adoption processes, including Section 38 and Section 278 agreements, ensuring infrastructure is approved, delivered and adopted efficiently and in accordance with required standards.

  • Manage service budgets and resources effectively, ensuring value for money and supporting the successful delivery of infrastructure projects.

  • Build strong relationships with developers, consultants, internal services and external partners, leading negotiations to support infrastructure delivery and appropriate developer contributions.

  • Support the achievement of the Council’s wider objectives by aligning new infrastructure delivery with corporate priorities and by working collaboratively across services to make effective use of resources.

About you

We are looking for you to bring:

  • Educated to degree level in a relevant discipline.

  • Experience of Highways and Civil Engineering projects including the design and delivery.

  • Understanding of relevant legislation and policies including S278 and S38 of the Highways Act 1980. 

  • Knowledge of planning legislation.

  • Full valid UK driving licence

Salary:                                £59,815 - £71,939
