New approach aims to create more homes with care and support in Cornwall

A new approach aimed at increasing the number of homes that have care and support available has been approved at Cornwall Council cabinet (Wednesday, 8 May). The recommendation will help people with health and social care needs access good quality accommodation with the right types of care and support in accordance with the council’s Supported and Specialist Housing Strategy.

Cornwall Council cabinet member for adult social care and health Andy Virr said: “This new commissioning and contracting approach will help us develop modern, fit for purpose extra care housing and care homes that enable older people to live well.

“Demand for accommodation with care for older people is currently outstripping supply. Significant issues with market capacity within the residential and nursing care home market for older people has led to the urgent need for additional capacity and increased community-based alternatives.

“This plan aims to improve access to good quality and affordable accommodation, care, and support, which improves healthy life expectancy and offers individuals access to affordable services.”

Extra care housing is designed to specifically meet the needs of older people and to support people as they age, giving them access to accessible accommodation and care and support 24 hours a day, seven days a week, offering peace of mind, flexibility, and urgent response as required.

Research has found that housing with care has positive impacts on the health of residents, including a reduction in the number of GP visits, community health nurse visits, non-elective admissions to hospital, length of stay and delayed discharges from hospital, and ambulance callouts.

It is proposed that the new approach will include the elements required to ensure good quality developments that meet the council’s design principles and service requirements. This includes establishing a care provision framework which will allow us to develop and provide extra care and care home services, long term for the future.
