
Dr Colm Owens, Consultant Psychiatrist has been appointed as Chief Medical Officer (designate) at Cornwall Partnership NHS Foundation Trust. Colm is a recognised medical leader with extensive psychiatric experience.
He brings over 15 years of clinical experience as a consultant psychiatrist with roles spanning liaison, old age and general adult psychiatry in urban and rural communities. Colm has worked in medical leadership roles for 13 years including for the past 4 years in executive level roles. He is currently the Medical director of the NHS Devon Mental Health, Learning Disability and Neurodiversity Provider Collaborative.
Chief Executive Debbie Richards is delighted to welcome Colm to the Trust:

Speaking about his move to Cornwall Partnership NHS Foundation Trust, Colm said:

I look forward to bringing these skills to my new role in Cornwall."
Colm will take over the role in January 2026 from Dr Adrian Flynn. After 6 years in the role, Dr Flynn returns to a patient-focussed role as a consultant psychiatrist with the Trust.
